CCC BUILDING PROJECT: The Way Forward (24 July 2010)

The Board of Deacons, in appraising the moving forward options, especially in the light of the current Church circumstances, has decided that it will be in the best interests of the Church to ensure that the project site is protected and our investment in Calvary Convention Centre (CCC) preserved. As such, the construction of the remaining works is proceeding on a stage by stage basis.

The following are the considerations and factors that led to the stage by stage decision:

• Since the termination of Contract 2 with the previous contractor in November 2009, the Board of Deacons, with the help of the CCC Watch (Technical) Committee, had successfully re-issued tender documents and received bids from potential contractors for the completion of the construction of the Calvary Convention Centre.
• Due to the increase in costs, the Board of Deacons had planned to call for an Extraordinary General Meeting to be held in May 2010 to get a fresh mandate from the members. However, due to the recent developments in the legal suits affecting the Church, our legal counsel has advised us that it is not advisable to hold any General Meetings until the legal suits are resolved.
• Doing nothing until the legal suits are resolved would be rather detrimental to the project. The longer we wait, the higher the building costs will be due to the deterioration of the site and the ever-rising cost of materials. What then can we do?

Praise the Lord for giving the Board of Deacons and the Watch (Technical)
Committee wisdom to find a way forward. The construction will now be done on a stage-by-stage approach. The three initial stages are:

• Stage 1 – the reinforced concrete works
• Stage 2 – the steel and roof works
• Stage 3 – the façade and cladding works

We are looking towards starting Stage 1 in the next few weeks. Praise the Lord!

Progress on the Construction of the Second Exit

Thank God for the good progress on the second exit from the Calvary Convention Centre directly to the Sungai Besi - Puchong Highway. Construction is scheduled to be completed by April 2010.

Contract 2 for the superstructure works was awarded to Nam Fatt Construction Sdn. Bhd. as the main contractor for a construction period of 20 months commencing from 15 February 2008 to 14 October 2009.

 Unfortunately, Nam Fatt has unduly delayed the project. This led the architect to issue the 1st Notice of Default to Nam Fatt Construction Sdn. Bhd. in April 2009. As Nam Fatt had not completed the works by the contractual completion date, the architect had issued a Certificate of Non-Completion to them on the 15th October 2009.

The architect together with the rest of the consultant team has jointly recommended to the church that we apply the conditions of the contract pertaining to default by the contractor. The Board of Deacons has instructed the architect to proceed with the issuance of another Notice of Default to the main contractor in accordance with the conditions of the contract. Concurrently, the architect and the consultant team are actively pursuing the next course of action to ensure the expeditious completion of the Calvary Convention Centre.

Contract 2 Awarded!

Friday, 15 February 2008 was a historic day for Calvary Church. With the completion of the substructure works, the site was formally handed over to Nam Fatt Construction Sdn.Bhd. which was awarded Contract 2, to carry out the superstructure works of the Calvary Convention Centre (CCC).
